    Jim Luebrecht called the meeting to order at 9:00 AM; Curt Mitchell moved to accept the Agenda as presented.  Jim Luebrecht seconded the motion.  Mitchell yes and
    Luebrecht yes  and Gamm absent.  Motion carried.

 
    Unfinished/New Business

    •      Becky Johnson, Ray Motley and Dustin Henderson were in to discuss issues of junk and tires on roadway.  They called   the sheriff's department and were told to
           contact the county commission.  They were informed that the situation was being addressed by the Prosecuting Attorney.
    •      Al Murry stopped in to talk about flooding issues along the Mississippi River and to see if the commission had and concerns he needed to address.
    •    Commissioner Mitchell infected CR 48, 50, 49, 55, 8, 7, 6, 3, 2, 1, 15, 12, 16, 17, 18, 35, 36, 37, 38, 40, 39 and 41.    

     There being no other business before the County Commission at this time, the meeting thereupon was adjourned until, April 7, 2016 at 9:00 a.m.

         Clarksville to discuss the scheduling of our recycling trailers.
    •    Tary Todd with Cochran met with the commission regarding preliminary plans for BRO 30 on CR 318.

    Unfinished/New Business

    •    Reviewed budgets.
    •    Patti Fisher stopped in regarding the county's 100 year project.  She had questions regarding landscaping.
    •    Jay Harring with Heartland Restoration stopped in to discuss the courthouse drainage project.
    •    Pete Breting with PCADD presented a quarterly update.
    •    Carolyn Wisecarver with PCDA stopped in to ask about the title and license for the recycling trailers.  Updated the commission on the job fair that will be held
         April 20th.
    •    Commission decided to seek bids for security.
    •    Commission opened bids for the sale of a dodge truck and a ford truck.  Only two bids was received.  Tony Fuerst offered $800.00 for the Dodge truck and
          Richard Rennecker offered $500.00 for the Ford F350.  Commission accepted both bid offers.

        There being no other business before the County Commission at this time, the meeting thereupon was adjourned until, April 18, 2016 at 9:00 a.m.

    Road and Bridge/Sean O'Brien

    •    CR 280 surveyor should start soon.
    •    Commissioner Luebrecht requested Sean look at CR 36 and 40.
    •    Discussed Bridge on CR 442.

 
    Unfinished/New Business

    •    Brent Engle and Linda Fritz with NECAC proclamation for Community Action Month.
    •    Brad Sparks stopped in requesting information on dust control.
    •    Sheriff Stephen Korte stopped in.
    •    Commissioner Luebrecht and Mitchell attended the Village of Eolia Council meeting on Monday night April 11 regarding the location of a recycle trailer in Eolia.
    •    Commissioner Luebrecht attended the Curryville City Council meeting Tuesday April 12th to discuss the location for a recycle trailer with in the city of Curryville.  
          The County has partnered with the Shelter Workshop to bring recycling to the smaller towns in Pike County.
    •    Commissioner Mitchell inspected CR 215, 217, 219, 220, 231, 232, 233, 234, 235, 252, 255, 265, 266 and Vo Tech Rd.
    •    Commissioner Mitchell attended the Mayors Meeting held at Paynesville last Friday April 15th.

    Unfinished/New Business

    •    Harry Grote with Road and Bridge stopped in to see if the commission had any concerns.
    •    Carolyn Wisecarver stopped in to discuss the job fair held Wednesday.  She felt it went well.  90 people attended.  She also reviewed a grant she was working on for
         a business.
    •    A concerned citizen asked the commission who would need to be contacted regarding any jail issues.  The citizen had contacted the sheriff but would like to know
         what else could be done.  The individual stated that basic hygiene is being denied or not provided, and handling of inmates accounts the individual feels is
         inadequate.  Commission  encouraged the individual to speak with the sheriff.  The commission informed the individual that the responsibility of the jail falls under
         the sheriff's office.
    •    Commission reviewed and approved accounts payable.
    •    Patti Crane Treasurer reported on accounts balances.
    •    Brian Haeffner with MODOT reported on Hwy 79 bridges.  He informed the commission that MODOT's 5 year plan  will be released May 11th.
    •    Commissioner Mitchell along with PCDA director Carolyn Wisecarver attended the Better Hwy 54 meeting in Mexico on the 20th.  Discussed legislation for a fuel tax
          increase of $0.059, discussed the progress made on the replacement of the Champ Clark Bridge.

        There being no other business before the County Commission at this time, the meeting thereupon was adjourned until, April 25, 2016 at 9:00 a.m.

    Unfinished/New Business

    •    Sean O'Brien stopped in to discuss an issue on CR 114 for ditching and culvert pipe replacement.
    •    Commission discussed with Sean that the bridge on CR 442 should have been completed today.  Discussed concerns with Bross Construction time management.
    •    Patti Crane Treasurer reported on all fund balances.
    •    Elected officials met.  In attendance: Jerry Harrelson, Patti Crane, Melissa Kempke, Marty Morrison, Donna Prior, Sherry McCarty, Stephen Korte, Dave Ash, and all
         three of the Commissioners.  Discussed many issues.  Jury trials, prisoner per diems, plat book sales, aerials are done but not on Beacon yet, the upcoming
         courthouse 100 year centennial plans and bicentennial plans for Pike County, Tuck point needed for the courthouse, Ameren UE protest,  uses tax, security for the
         courthouse and discussed drainage issues with the courthouse.  Patti Crane, Patty Fisher,  Jerry Harrelson and Jim Luebrecht volunteered to sit on the committee for
         the 100 year anniversary of the courthouse.
    •    Sheriff Korte presented the application for deputy salary grant for review.  Commission reviewed and approved.
    •    Esher Lybarger stopped by to express concerns on CR 471 ditches.
