Unfinished/ New Business
*  Commissioner Luebrecht had a conference call with the Mark Twain Solid Waste District regarding recycling programs in the NE District.
*  Brenda Miller and Marvin Meyer representing Group Benefits Services presented information on health insurance options for the county.
*  Mark Harvey and Nancy Guyton discussed the Mississippi river flooding issues and the necessity to protect Pike County from having to hold flood waters.
*  KARR Tuck Pointing is in doing an inspection of the courthouse for sealing and tuck pointing purposes.
*  Membership dues for Mark Twain Council of Government were presented as $2731.41. Commissioner Mitchell moved to pay MTCG dues for this year.
    Commissioner Luebrecht seconded. Vote Mitchell yes, Luebrecht yes, and Gamm yes.
*  Sherry McCarty discussed the recent fair with the commission.
*  Commissioner Mitchell inspected CR 231, 232, 233, 235, 240, 243, 245, 246, 252, 255, and 266.


There being no other business before the County Commission at this time, the meeting thereupon was adjourned until, August 4, 2016 at 9:00 a.m.

*  Citizens stopped in to discuss CR 453, items being put along the roadway. According to the concerned citizens the items are impeding the roadway and causing safety issues.
​    They have also reported that work is being done on side of the road causing the road to be move north. The Commissioners will ask the Prosecuting Attorney to review their concern.
*  Jay Herring with Heartland Restoration was brought in to discuss quote for courthouse repairs.
*  Brian Heffner and Kim Trainor with MODOT discussed bridges being replaced on Hwy 79.
*  Patti Crane, Treasurer stopped in to give a funds balance report.
*  Donna Prior, Assessor reported on funds held in escrow from the Ameren UE protest.

*  CR 291 brush encroaching on roadway.
*  Discussed mowing along roadways.
*  CR 308 discussed ditch work needed.
*Discussed FEMA and SEMA payments.

Unfinished/New Business
*  Al Murry stopped by to discuss flood permits he is following.
*  Meeting with Mayor Neidner, Bill Maupin, Diana Hudstep, Mayor Smiley, Rep. Hansen, Mayor Hunter, Sheriff Korte, Joe Minor, Chad Perkins and John Gulick.  The topic was a Safe and
    Sound program proposed.  The group asked the Commission to sponsor it.  The Commission asked for information in order to make an informed decision and to determine if any cost
    would be associated with it.

*  Commission received a thank you letter from the Pike Youth Fair Board and Youth Exhibitors  for the Elected Officials donation.

*  Commissioner Gamm was contacted by Al Murry regarding the generator project at the Elks Lodge. The Elks have a quote for electrical work to connect the emergency generator.
    The commission will provide the generator but any electrical work would need to be done by the Elks.
*  Commissioner Mitchell reported that the meeting for the bridge replacements on Hwy 79. Discussed the concerns of timing of construction and condition of detour route.
*  Commission received proposal from Heartland Restoration for courthouse repairs. Commission will review proposal.
*  Walter Logan with United Fund requested that county employees through payroll deductions be able to donate.
*  Sherry McCarty stopped in to discuss the success of the fair. 
*  Frank Hawkins stopped in to discuss an issue with a hill wash boarding on CR 277.
*  Commissioner Luebrecht moved to go into closed session per 610.021 (2) regarding real estate. Commissioner Mitchell seconded. Vote Gamm yes, Luebrecht yes, and Mitchell yes.

*  Mark Fisher, Prosecuting Attorney stopped in to discuss the Supreme Court ruling on felony stealing.
*  A contractor for AT&T stopped in to discuss CR 318 on if it would be possible to go over head instead of under the roadway.
*  Sarah Gigous stopped in to ask permission to use the courthouse lawn for Heritage Days.  Commissioner Luebrecht moved to allow the Chamber of Commerce to use the courthouse lawn
    Sept. 10.  Commissioner Mitchell seconded.  Vote 3-0 yes.
*  Meeting with all entities that are affected by the Ameren UE protest.
*  Meeting with elected officials.  In attendance Patti Crane Treasurer, Donna Prior Assessor, Sherry McCarty Recorder, Melissa Kempke County Clerk, Curt Mitchell Eastern Commissioner
    Chris Gamm Presiding Commissioner,  and Jim Luebrecht Western Commissioner.  Discussed office supplies, building repairs, sidewalks, and the foliage around the courthouse.
*  Lori Spangler met with the commission regarding road 9238.  She discussed where the road is and where it shows on the maps.
*  Stephen Korte Sheriff stopped in to discuss the renewal of the LESO program.  Discussed a phone line to the hospital was being discontinued.  Was asking if the commission  was aware.
    The commission will have Sara Cunningham to look into it.
*  Commissioner Mitchell inspected CR 227, 252, 254, 255, 265, 266, 286, and Vo Tech Rd.

*  Working on shoulders on Crow Lane (CR 403).

*  Pete Breting with PCADD reported to the commission the annual report.
*  Commission discussed the increase of premiums for health insurance Oct. 1.
*  Commissioner Luebrecht moved that the county will pay for the full premiums for county employees health insurance until next budget. Commissioner Mitchell seconded.
    Vote Mitchell yes, Luebrecht yes, and Gamm yes.
*  Commissioner Gamm moved to accept Jay Herring's BID for building repairs. Commissioner Mitchell seconded. Vote Mitchell yes, Luebrecht yes, and Gamm yes.
*  Commission discussed mowing contract. The individual will not be able to fulfill the contract but a family member of the contractor can take over. Commissioner Luebrecht moved to
    allow the contract to be fulfilled by the current contractor’s family member. Commissioner Mitchell seconded. Vote Gamm yes, Luebrecht yes, and Mitchell yes.
*  Commissioner Mitchell attended the Mayors meeting held in Paynesville last Friday. Representative Hansen reported that the numbers on Medicaid has increased while state revenue
    has decreased during the last year.

*  Sean discussed roads that are having wash boarding.
*  CR 41 discussed bridge washout.
*  CR 124 and CR 32 discussed what order to do these bridges.
*  Discussed the possible need for a bucket truck.
*  CR 453 ditch not carrying the water properly.
*  CR 334 pumping water out now. Hoping to have project complete in two days.
*  CR 488 is being worked on.
*  Sean asked what did the Commissioners want done on Pepsi road (CR 282). Commission asked that it be patched at this time and schedule when proper work can be done.
*  CR 323 will be closed Thursday by 12.

*  Commissioner Mitchell inspected CR 252, 255, 256, 257, 258, 259, 261, 265, 266, and 277..
