    Chris Gamm called the meeting to order at 9:00 AM; Curt Mitchell moved to accept the Agenda as presented.  Jim Luebrecht seconded the motion.  Mitchell yes and  Luebrecht yes  
    and Gamm yes.  Motion carried.

    Road and Bridge; Sean O'Brien

    •    Discussed road freezing and thawing of the roads.  Soft spots are starting to form.
    •    Commission reported CR 234 needs blading.
    •    Commission reported River Road CR 240 has water on it.
    •    CR 43 terracing outlet is dumping on the road.  Ditching has been done but has silted in.  
    •    Sean reported CR 231 and 234 has erosion problems by the roadway. Also a tree is dying near the road that may fall into the roadway.

    Unfinished/New Business

    •    Discussed the 911 board and what is needed to push forward.
    •    Discussed the Annex.
    •    Commissioner Mitchell inspected CR 216, 226, 230, 231, 232, 233, 234, 261, 265, 266 and 267.

    •    Patti Crane, Treasurer stopped in to review bills that have been requested from the Sheriff's departments new Civil Fees Fund.
    •    Matt Walker with PSBA met with the Commission to discuss CR 323 washout and easement concerns.

    Road and Bridge/Sean O'Brien

    •    Discussed road CR 220 spot rocked it.
    •    CR 481 is wash boarding.
    •    Crow Lane continues to bust up.
    •    Sean met with the landowners on CR 115 regarding some work they are wanting done.
    •    FEMA requested eight inches of rock to be put on CR 209.  The counties concern is since it floods many times would this be worth it.  County will ask for exception on this request.
    •    CR 44 John Beatty asked for a little gravel by the driveway to level out with the roadway.  Sean will look at it.

     Unfinished/New Business

     •    Commission reviewed election website contract.  It will be paid for out of the election 5% fund.  Commissioner Luebrecht moved to accept the contract with Tracker Design to be
           paid out of the Election 5% Fund.  Commissioner Mitchell seconded.  Vote Luebrecht yes, Mitchell yes, and Gamm yes.
     •    Stephen  Korte, Sheriff stopped in to discuss today's court.
     •    Brian Haeffner with MODOT spoke with Commissioner Mitchell by phone regarding the update on Champ Clark Bridge   They named Keith Killen as the project director for the
           bridge.

    •    Bo Stinnett with Alliance stopped in to discuss the drainage concerns the courthouse is having.
    •    Patty Fisher stopped in to ask the commission if anyone will be attending the Extension Dinner.  All plan to attend.         
    •    Commission discussed mowing the courthouse this year.  Commission will place an ad in the paper.         
    •    Commissioners attended the CCAM meeting held in Columbia, MO.         
    •    Commissioners Gamm and Mitchell attended the Hwy 54 meeting held in Bowling Green.  They were updated on the progress of the Champ Clark bridge project.

    Chris Gamm called the meeting to order at 9:05 AM; Curt Mitchell moved to accept the Agenda as presented.     Jim Luebrecht seconded the motion.  Mitchell yes and  Luebrecht yes  
    and Gamm yes.  Motion carried.
        
    Road and Bridge/Sean O'Brien

    •    Sean brought along Elmer Hilty to go over this year's bridge projects.         
    •    Discussed section of county roads that intersect with the state maintained roads.  It is MODOTs responsibility to maintain the ends of county roads that lay within the state's
         right-of-way.  The county has been instructed in the past by the state to not maintain this area.         
    •    Discussed Crow Lane resurfacing this year.  Also discussed the area where Crow Lane meets state highway right-of-ways.         
    •    CR 233 bridge Commissioner Mitchell moved to have bridge on CR 233 engineered for replacement and to use MECO as the engineer.  Commissioner Luebrecht seconded.  
          Vote Mitchell yes, Luebrecht yes, and Gamm yes.         
    •    Commissioner Luebrecht reported to Sean CR 481 and 486 potholes are getting really bad.  He also noted that CR 456  needs attention as well as Crow Lane is breaking up.         
    •    Commissioner Mitchell reported that the ditch on CR 219 is filled up and needs to be cleaned out.         
    •    Sean discussed the seasonal bridge workers.  They will start working April 4th thru Oct if weather permits.  Projects expected to be done: Bridge on CR 280 and 334 to be done
         through April-June, bridge on CR 107 and 233 or low water slabs head walls done in August.             
    •    Sean will meet with FEMA the 23rd.         
    •    Concern was raised by Commissioner Luebrecht about the FEMA money originally was to go to New Harmony project is now talking about using those funds for a new bridge on
         CR 233.    
    •    Sean reported that he has run an ad to replace an employee that is leaving in March.  He asked about changing the pay scale.  With a starting wage of 14.00 hour with a raise given
         January 2017.  The Commission stated they will discuss it.          
    •    CR 341 discussed work that was requested be done off of this roadway.  The Commission determined that if work  was to be don it would become the counties responsibility
         therefore no additional work will be done.         
    •    Commissioner Luebrecht discussed an abandoned road off of CR 27.  He stated that if they are not currently maintained  by the county then they should not be touched.  We need to
          hold true to the county's past policy only current county roads are to be maintained.       
        

    Unfinished/New Business      


     •    Sherry Murphy with K. Flynn discussed options for the counties health insurance.         
     •    Commissioner Luebrecht moved to go into closed session regarding an employee issue.  §610.021(3). Commissioner Mitchell seconded.  Vote Luebrecht yes, Mitchell yes and
          Gamm yes.  
     •    Commissioner Luebrecht inspected Shady Creek Bridge replacement project, CR 442, 486, 31, 32, 27, 25, and 23.         
     •    Commissioner Mitchell and Gamm attended the Mayors meeting last Friday.  Topics discussed included Champ Clark Bridge replacement.        
      
    There being no other business before the County Commission at this time, the meeting thereupon was adjourned until, February 25, 2016 at 9:00 a.m.

        •    Patti Crane, Treasurer reported on revenues on all funds.     
        •    Dona Prior, Assessor stopped in to have the commission sign state tax commission budget forms.         
        •    Commissioner Gamm discussed the furnace at the old jail and the PCDA's vehicle.  The commission agreed to replace the furnace and to repair the vehicle.         
        •    Commissioner Mitchell and alternate delegate Bucky Ward attended the Transportation Advisory Committee meeting  in Perry Tuesday the 23rd.  They identified the needs of the
              eight counties of the northeast region.   

    There being no other business before the County Commission at this time, the meeting thereupon was adjourned  until, February 29, 2016 at 9:00 a.m.

     •    Discussed bridge designs.         
     •    Commissioner Luebrecht informed Mr. O'Brien that Crow Lane had a few spots that really needed attention.  As well as CR 325.         
     •    Commissioner Mitchell discussed a concern about items near CR 255 roadway.  Discussed safety concerns.  He will check with the Prosecutor.         
     •    Mr. O'Brien informed the Commission that CR 209 is currently being rocked.  CR 488 raising roadway and cleaning ditch.

      Unfinished/New Business

      •    Patti Crane, Treasurer stopped in to review and reissue CD's.         
      •    Commission discussed PCDA's vehicle the commission decided to have it sent out to Weber's.         
      •    Mark Fisher, Prosecuting Attorney stopped in and reviewed some legal procedures.         
      •    Leeroy Bowen stopped in to discuss the sign missing on CR 48.         
      •    Patty Fisher with Extension stopped in to discuss the activities and Specialist available from the previous year.         
      •    Sherry McCarty, Recorder stopped in to visit with the Commission over many topics.         
      •    Donna Prior, Assessor stopped in to discuss employee positions and possible changes in her office.
