Reports from Elected/Appointed Officials
• Met with Sean O'Brien Road and Bridge Supervisor regarding budget.
• Met with Patti Crane Treasurer regarding budget for her office and Janitors budget. She also reported the bank balance.
Unfinished/New Business
• Bob Kirkpatrick stopped in to thank the Commission for the light repairs that had been made to the war memorial. He also wanted to let the commission know that he had received
funds to help replace the flags as needed. The Commission thanked Mr. Kirkpatrick for the help with the flags.
• LeRoy Bowen stopped by to let the commission know that a sign was missing on CR 48.
There being no other business before the County Commission at this time, the meeting thereupon was adjourned until, January 7, 2016 at 9:00 a.m.

• Budget meeting with Jerri Harrelson Circuit Clerk to review Circuit Court, Circuit Clerk, Circuit judge and Juvenile budgets. Mrs. Harrelson represented Judge Mennemeyer.
• Budget meeting with Mark Fisher Prosecuting attorney to review Child Support, Prosecuting Attorney, Administrative Handling Fund, and Law Enforcement Restitution Fund.
Mr. Fisher reviewed what the Restitution Fund could be used for and the procedures for approving expenses. This fund is under the direction of an independent board.
• Budget meeting with Donna Prior Assessor to review the Assessment Fund.
• Budget meeting with Sherri McCarty Recorder to review Recorder and Recorders Funds.
• Budget meeting with Carolyn Wisecarver PCDA to review PCDA and Port Authority.
• Budget meeting with Marty Morrison Collector to review Collector and Tax Maintenance Fund.
• Budget meeting with Stephen Korte Sheriff regarding Law Enforcement Sales Tax Fund, Civil Fee Fund, and the Revolving Fund.
• Sean O'Brien stopped in wanting to discuss the moving of beams for BRO (28) Shady Creek project.

• Patti Fisher/Extension met with the Commission regarding her budget. Discussed some of the clubs helping to prepare for the Pike County 200 year anniversary.
• Patti Crane/Treasurer stopped by to discuss the revenue budgets.

Road and Bridge; Sean O'Brien
• Discussed CR 9 according to Sean a tree is about to fall down on the road.
• A report on Mount Zion road equipment and vehicles are sitting on the roadway. Commission asked for some pictures to be taken to see what they are dealing with.
• Discussed road and bridge budget for 2016.

• Bucky Ward stopped by discussed road issues.
• Commissioner Mitchell moved to go into emergency closed session regarding an employee issue §610.021(3). Commissioner Luebrecht seconded. Vote Gamm yes, Luebrecht yes,
and Mitchell yes.

• Gene Galloway Lincoln County Commissioner stopped in to thank for the snow removal efforts.
• Commissioners reviewed budgets.
• Gary Million with John Deer stopped in discussed equipment needs.
• Sherry McCarty stopped in to discuss sidewalks and the public restroom.
• Brian Haeffner and Paula Gough with MODOT reviewed needs and priorities.
• Sean O'Brien and Harry Grote came in to discuss road and bridge budget. The request for a new grader was removed for the current draft of the budget.
• Commissioner Gamm and Commissioner Mitchell attended the Mayors meeting in Louisiana last Friday the 22nd. Discussion included transportation priorities.
• Commissioner Gamm, Luebrecht and Mitchell along with PCDA Director Carolyn Wisecarver attended a Better Hwy 54 meeting at Senator Mike Kehoe's office in Jefferson City on
Monday the 25th. The Commission was able to speak directly to the new MODOT Director Patrick McKenna on the importance of the new Champ Clark Bridge and the Hwy 54
shared 3 lane.

Unfinished/New Business
• Commissioner Gamm attended the LEPC meeting discussed the radio concerns. The concerns were that the radios were expected to be ordered two years ago but have not been
delivered. Discussed the procedures from the pipeline rupture last year. The communication between the entities. There was concern regarding the lack of communication from
Calumet and CPS.
• Commissioner Luebrecht attended the Extension Counsel the speaker was Business Development Specialist Chris Shoemaker.
• Discussed the flagpole at the War Memorial. The pulley broke.
• Discussed road and bridge budget and the grader program.
• Public hearing for the 2016 budget was held. Eight people were in attendance. They discussed the BRO program and how that affects the road and bridge budget. The BRO
program with the Soft Match makes it an in and out. So the budget looks bigger but the money comes in from the Federal Program for the bridges and goes out within three days.
Commission stated that there will not be any road and bridge building built this year. Discussed the lack of state reimbursements for services they require.

Unfinished/New Business
• Reviewed budget.
• Discussed plumbing concerns in both the courthouse and the old jail.
• Commission sent letters of support for the Housing Preservation Grant for Northeast Community Action Corporation.
• Discussed security and what is needed. Discussed that currently the arrangement is to have 3 part time workers. Discussed making it a full time position instead for stability.
Commissioner Luebrecht moved to make the security position full time. Commissioner Gamm seconded. Vote Gamm yes, Luebrecht yes, and Mitchell yes.
• Carolyn Wisecarver stopped in to discuss the work ready program is 31% complete. Schools will be testing in April.
• Jack Haley stopped by to discuss the drainage issue the courthouse has been having. He gave some back ground on what had been done 40 years ago.
• Sean O'Brien stopped by to give a report on the road work that had been done last week.
• Commissioner Mitchell inspected county roads 227,228,230, 234, 235, 240, 243, 246, 252, 254, 255, 286, 293 and Vo Tech Road.
