Chris Gamm called the meeting to order at 09:10 AM; Curt Mitchell moved to accept the Agenda as presented, Jim Luebrecht seconded the motion. Mitchell yes, Luebrecht yes and
Gamm yes.  Motion carried.

Unfinished/ New Business
*  Bluebird met with the commission regarding the state courts having fiber optics brought into the building.  Bluebirds asked for permission.  A portion of the parking lot
    and a hole in the basement wall would need to be made.  Commission  discussed their concerns.  Bluebird ensured the commission that all concerns would be addressed
    Commission approved request.
*  Discussed dispatch proposal with the City of Bowling Green.
*  Jeremy Hall with Veterans Representative for the state informed the commission of the services provided.
*  Brent with Altorfers met with the commission regarding the new grader the commission approved purchase of.  After review contract was signed.
*  Patti Crane, Treasurer stopped in with bank balances.

 There being no other business before the County Commission at this time, the meeting thereupon was adjourned until, July 18, 2016 at 9:00 a.m.

Sean O'Brien/Road and Bridge

*  Commissioner Gamm asked about potholes around railroad tracks on CR 291.
*  Commissioner Mitchell asked to have a downed tree removed from the roadway.
*  Cracks on Crow Lane (CR 403) will be filled.
*  Discussed bid on pilings, cost could be significantly  more than years past.
*  CR 488 will be closed while it is raised.
*  CR 421 working on ditches and roadway.
*  Discussed roads that business might be interested in moving to.
*  Sean received call on CR 130 it is crumbling.  He asked the commission  what they wanted to do.
*  Discussed Asphalt.
*  Discussed bridges on the deficit list to be done.   CR 8 bridge only has a 3 ton weight limit.
*  CR 32 deep holes on both sides of the roadway.  Concerned with safety.   Posting has a 9 ton limit.
*  Sean discussed low water crossing  on CR 124.

*  Commissioner Mitchell discussed a water issue on CR 233.  

Unfinished/New Business 
*  Jerri Harrelson stopped in to say thank you for mowing that was done on CR 416.
*  Donna Prior, Assessor met with the commission regarding the Ameren UE protest.
*  Commissioner Mitchell inspected CR 229, 231, 232, 233, 234, 252, 254, 255, 265, 266, 277 and 286.

Unfinished/ New Business
*   Aaron Hugenbert with MODOT met with the Commission regarding a bridge on CR 323.  After the July 16th inspection MODOT recommend closing bridge #2410017 until the scheduled
    replacement of the bridge next year.  The Commission has already put the closing procedure in place.  Bridge #0920020 was also discussed.
*  Doors-N-More Nick Wilard discussed the courthouse doors.
*  Elected Officials meet in attendance was Mark Fisher, Sherry McCarty, Donna Prior, Jerri Harrelson, Melissa Kempke, Jim Luebrecht, Curt Mitchell, and Chris Gamm.  Discussed Calumets
    valuations, building concerns, mold that has developed on the third floor.  Discussed locking of the courthouse, AT&T fiber upgrade.
*  Commissioner Mitchell moved to accept the 2016 amended budget as presented.  Commissioner Luebrecht seconded.  Both Gamm yes, Luebrecht yes, and Mitchell yes.
*  Commission reviewed bridge specs.  Commissioner Luebrecht moved to accept Viebrock's Bid of $22332.10  Commissioner Mitchell seconded.  Vote Gamm yes, Mitchell yes, and 
    Luebrecht yes.
 
There being no other business before the County Commission at this time, the meeting thereupon was adjourned until, August 1, 2016 at 9:00 a.m.

*  Reviewed roads that received damage from last nights rains.
*  Commission Gamm wanted to look at what could be done for drainage on Cow Pasture road.
*  Commissioner Mitchell asked that CR 214 receive some attention.
*  CR 334 bridge project start taking trees out for the bypass
*  CR 323 discussed bridge statutes.

Unfinished/New Business
*  Bucky Ward representing the Special Road District.  Discussed bridge replacement.  Discussed need for funds.  Discussed Paris Hills and 9111.
*  Sherry with K-Flynn reviewed health insurance rates.

*  Barb Allison and Don Nacke were in attendance to discuss details of dispatch request from the city.  $4.50 per hour of use.  City will have their attorney draw up the contract for service.
*  Patti Crane, Treasurer stopped by to give fund balances.
*  Sean O'Brien stopped in to discuss CR 323 MODOT is closing bridge #2410017
* Patti Fisher invited to the 4-H fair.
*  10:00 am BID opening for bridge on CR 107 Oden Enterprise $23785.30 and Viebrock $22332.10  were the only two bids.  Commission will review bids for spec requirements.
​*  Sherry McCarty spoke with the Commission regarding agreement with the fair.
*  Commission along with PCDA attended the Hwy 54 coalition meeting in Pittsfield IL.  Discussed the shared four lane.

*  CR 334 asked for driving H piling prices Sharp $16500.00, Magruder $19800.00, Bross none.  Commissioner Luebrecht moved to accept Sharp's bid, Commissioner Gamm
    seconded.  Vote Luebrecht yes, Gamm yes and Mitchell yes.
*  Discussed asphalt work.
*  CR 130 question about chip and seal.
*  CR 282 Commissioner Gamm questioned if it could be patched.  Discussed wrecks that have occurred.

Unfinished/New Business
*  Commissioner Mitchell reported on the Mayor's meeting he attended.  James Hinley, Correctional Administrator of the men's prison in Bowling Green spoke.
*  Commissioner Mitchell inspected CR 103, 108, 113, 114, 115, 120, 121, 130, 133, 135, 151, 152, 154, 155, 161, 164, and 165.
*  Commissioner Gamm attended the Pike County Economic Development meeting.

Sean O'Brien/Road and Bridge
*  Discussed grader buy back.  Discussed graders hours and the territory each grader covers.
*  CR 439 discussed the bridge and water over the roadway leaving silt.  This will be corrected when bridge work is done.
*  Commissioner Luebrecht discussed issues with crow Lanes drop off at the the mailboxes.  Sean will look at what can be done.
*  CR 233 traffic count data.  56 vehicles per day on average.  CR 403 traffic count data.  260 vehicles per day on average.

Unfinished/New Business
*  Meeting with Don Nacke, Barb Allison, Connie Bay, and Stephen Korte.  Discussed options for overnight dispatching.  Calls for service are very low most are for ambulance.
    City well discuss with the board.
* Stephen Korte presented the commission with the deputy salary grant for signature.  At this time one deputy qualifies.  After review commission signed grant.
*  Al Murry stopped in and gave a report on the levee repairs.  They meet requirements.  He reminded the commission of the LEPC meeting July 25th at 7:00 p.m. at Home Health
   Discussed the generator that is ready to put at the Elk's Lodge,
*  Commissioner Mitchell and Sheriff Korte attended the RHOC meeting held Wednesday the 6th.  Emergency weather radios were delivered and given o members of Region C.
    Bylaws were revisited.
*  BOE Ameren UE Commission met with Assessor reviewed request.  Commission voted  to sustain the Assessor's value. 
*  Commissioner Mitchell moved to purchase a 140M3 AWD Motor Grader through the buy back program from Altorfers for $153256.00 with trade in and to amend current budget
     to include FEMA funds and the purchase.  Vote Mitchell yes, Gamm yes, and Luebrecht no.
