    Chris Gamm called the meeting to order at 9:00 AM; Curt Mitchell moved to accept the Agenda as presented.  Jim Luebrecht seconded the motion.  Mitchell yes and  Luebrecht yes  
    and Gamm yes.  Motion carried.

 
    Unfinished/New Business

       •    Al Murry, Emergency and Flood Management stopped in and brought some information on a possible grant for low water bridge work on CR 233.  Commission discussed this
            with the engineers to see if it is a possibility.
       •    Patti Crane, Treasurer stopped in to review all bank balances.
       •    Shannon Howe with Howe Company discussed payments and projects that have been done and that will be done.  Payment for three engineer projects for $17,522 was
            presented and approved for payment on CR 103, 32 and 108 bridges.  Shannon Howe will begin work on 0110012 on CR 107 per Commission's request.
       •    Mark Fisher, Prosecuting Attorney, stopped by to review and have signed the child support agreement. Commission reviewed and signed the agreement.
       •    Stephen Korte, Sheriff, stopped in to inform the commission that he had received complaints of objects along the roadway on CR 255.  The sheriff's department has looked into it
            and will send a report to the Prosecuting Attorney.
       •    Commissioner Luebrecht attended Legislative day at the state capital in Jefferson City on Wednesday March 2.  He reported that he spoke with numerous Legislators regarding
            funding for the University of Missouri as well as many other issues which directly affect the county.
       •    Commissioner Luebrecht inspected work being completed on the BRO project on CR 442.
       •    Commissioner Mitchell and Commissioner Gamm attended a health care needs and demographic information meeting at the hospital in Louisiana Wednesday.

       There being no other business before the County Commission at this time, the meeting thereupon was adjourned until,  March 7, 2016 at 9:00 a.m.

     Road and Bridge/Sean O'Brien    

   
        •    Discussed FEMA funding.  Grader District 6 was hit the hardest.  All paper work that FEMA has asked for has been completed.  Grader District 2 FEMA is not allowing for the full
             width of the roadway.        
        •    Railroad tubes have been purchased for CR 445.
        
     Unfinished/New Business  
 
        •    CR 255 Becky Johnson addressed the Commission regarding objects on or near the roadway.        
        •    Commissioner Mitchell moved to appoint Commissioner Luebrecht to the board for Mark Twain Regional Council of Government.  Commissioner Gamm seconded.  Vote
             Mitchell yes,  Gamm yes, and Luebrecht yes.         
        •    LeRoy Bowen stopped in to report the sign is still missing.         
        •    Patti Crane reported that the sales tax is up about 10%.         
        •    Commissioner Mitchell inspected CR 209, 231, 232, 233, 235, 240, 245, 246, 252, 254, 255, 261, 265, 266, 267, 286 and 293.

        There being no other business before the County Commission at this time, the meeting thereupon was adjourned until, March 10, 2016 at 9:00 a.m.

    Chris Gamm called the meeting to order at 9:00 AM; Curt Mitchell moved to accept the Agenda as presented.   Jim Luebrecht seconded the motion.  Mitchell yes and  Luebrecht yes
    and Gamm yes.  Motion carried. 

    Road and Bridge/Sean O'Brien

       •    Discussed bridge on CR 233 MODOT is requesting a traffic count and high water level measurement before determining if the bridge is eligible to earn soft match credits.  A
            traffic count will be requested.         
       •    Road issues were discussed on CR 23, 24, and on 127.         
       •    BRO bridge 028 on CR 442 should be starting to pour deck this week or next.         
       •    Discussed options of advertising 2 used pickups for sealed bids.  Trucks no longer in service but we have to maintain insurance.  Need to get them off the county register.         
       •    Rocking, blading, and ditching projects continue.         
       •    Discussed the rumor about the Road and Bridge land.  Contrary to what is being said the land is not for sale.
    
     Unfinished/New Business 

        •    The old sheriff's office is having the new furnace installed.  Commissioner Gamm checked on raising the unit up off the  floor.         
        •    Discussed the feasibility of repairing the vehicle.         
        •    Heartland Restoration is doing sealing work in the courthouse basement.  Addressing areas that have formed due to repair work last year.         
        •    Further discussed courthouse security problems.         
        •    Commissioner Luebrecht inspected on Friday March 11 BRO project  work 028 on CR 442, road inspection on 23, 24, 461, 499, 448, 491, 441, 439, 445, 446, 442, and 316. 
              Inspected area on CR 448 where bridge will be removed and replaced as soon as weather permits.         
        •    Commissioner Mitchell inspected CR 224, 225, 227, 252, 255, 257, 258, 259, 265, 266 and VoTech road.  He noted problems on large slab on CR 252.  It needs tube to be cleaned
              out so as to prevent premature flooding.

        •    Discussed PCDA vehicle.         
        •    Commissioner Gamm and Commissioner Mitchell attended the Hwy 54 meeting held on Wednesday the 16th. John Briscoe who was recently appointed to the Highway
             Commission spoke.  Chairman Steve Hobbs said that a safety assessment on Highway 54 corridor will be taking place soon.

         Chris Gamm called the meeting to order at 9:00 AM; Curt Mitchell moved to accept the Agenda as presented     Jim Luebrecht seconded the motion.  Mitchell yes and  Luebrecht yes
         and Gamm yes.  Motion carried.   


     Road and Bridge/Sean O'Brien  
   
    •    Commissioner Luebrecht informed Mr. O'Brien of the potholes needing ripped out on CR 36, Culvert needs replacing on CR 408.  Discussed the area north of the city limits of
         Curryville near the cemetery.  Ditching in that area is difficult because it is so flat the water has no where to run.
    •    BRO Bridge Project on CR 442 was discussed.  The guardrails will be an issue with the driveway that is near the bridge.
    •    Commission informed Mr. O'Brien that Mark Twain is wanting to GPS the locations of the low water crossings in Pike County.
    •    Discussed the proposed bridge replacement on CR 233.  A traffic counter is being requested.
    •    Mr. O'Brien informed the Commission that the seasonal help will start Monday March 28th.
    •    Discussed permits for DNR and the Corp of Engineers.

    Unfinished/New Business

    •    Heir Study Club requested to place pinwheels on the courthouse lawn for domestic violence week.  Commission approved.
    •    Commissioner Mitchell and Gamm attended a health care needs meeting with the hospital staff and other concerned individuals at the Pike County Hospital Wednesday.
    •    Commissioner Mitchell inspected CR 103, 114, 116, 120, 121, 130, 133, 135, 138, 151, 152, 154, and 165.

    There being no other business before the County Commission at this time, the meeting thereupon was adjourned until, March 24, 2016 at 9:00 a.m.

    Unfinished/New Business           
    •    Reviewed mowing proposal received after the deadline since no bids were received during the timeframe.  Commissioner Mitchell moved to use McCormick's Lawn Care and
         Snow removal for the 2016 season.  Commissioner Luebrecht seconded.  Vote Mitchell yes, Luebrecht yes and Gamm yes.
    •    Discussed the janitors position.
    •    Reviewed and approved accounts payable.
    •    Commissioner Gamm reported on the roof and the Annex.  The tin that came loose.  It has been repaired.
    •    Discussed PCDA's vehicle.  They discussed whether or not is worth repairing.
    •    Carolyn Wisecarver with PCDA stopped by to review the recycle trailer grant.
    •    Sean O'Brien with Road and Bridge stopped in and discussed a request for a road off of CR 260.  Discussed jackhammer rental veres purchase of a used one.  To rent $4400.00 a
        month and to purchase a used one $25000.00.  The commission will take it under consideration.
    •    Commission received a request from Pete Breting with PCADD to appoint John Gulick to the board filling Bobby Perry's  vacant position.  Commissioner Luebrecht moved to
         appoint John Gulick to fill Bobby Perry's vacant position on the board of PCADD.  Commissioner Mitchell seconded.  Vote Mitchell yes, Luebrecht yes, and Gamm yes.


    There being no other business before the County Commission at this time, the meeting thereupon was adjourned until,  March 28, 2016 at 9:00 a.m.

    •    Commissioner Gamm informed Harry that near CR 100 at the cemetery needed attention.
    •    Commissioner Mitchell informed Harry of a few pipes that have been exposed.
    •    The CAT truck was sent to Altorphers for some repair.  Should be no cost to the county.
    •    Commissioner Gamm discussed CR 280, school bus needing something done to by-pass the work being done.

    Unfinished/New Business

    •    Representatives of Pike County Home Health Dept. came in for a proclamation signing.  Rhonda Stumbaugh and Chris Deken.
    •    Commissioner Luebrecht moved to go into closed session for a legal issue §610.021(1).  Commissioner Mitchell seconded.  Vote Luebrecht yes, Mitchell yes, and Gamm yes.
    •    Commissioner Mitchell inspected CR 268, 300, 301, 303, and Vo Tech School Rd.
    
    There being no other business before the County Commission at this time, the meeting thereupon was adjourned until,  March 31, 2016 at 9:00 a.m.

    •    Commission discussed ad litem fees and circuit court funds needed.
    •    Sheriff Stephen Korte stopped in.  He asked that the vehicle that he has been using parts off of could be salvaged.  Commission agreed.  Sheriff asked what the commission
         wanted to do with the old 911 system equipment.  Commission asked to contact the company we got it from to see if it has any value.  Sheriff asked about changing vacation
         policy.  The commission  stated they would look at it.
    •     Prosecutor Mark Fisher stopped in to discuss request of information.
    •    David Dieckhaus with Custom Security Services LLC to discuss courthouse security.  The commission wanted some options.
    •    Sean O'Brien/Road and Bridge stopped in to discuss potential flooding southeast corner of the county.  CR 100 request has been taken care of.  CR 43 citizens asking for speed
         limit. Seasonal workers started today.  CR 233 discussed traffic counter.  Commission will arrange.  Commissioner Luebrecht asked Sean to take a look at CR 323 and CR 454.  
         Commissioner Mitchell asked about CR 268 box culvert end erosion.
    •    Ester Lybarger came by to request help on a plugged culvert on CR 471.
    •    Charlie Chapuis called regarding gravel on CR 115.
    •    PCDA Director, Carolyn Wisecarver stopped in to update the commission.

     There being no other business before the County Commission at this time, the meeting thereupon was adjourned until,  April 4, 2016 at 9:00 a.m.
