                        Chris Gamm, Presiding Commissioner

    Chris Gamm called the meeting to order at 9:00 AM; Curt Mitchell moved to accept the Agenda as presented.  Jim Luebrecht seconded the motion.  Mitchell yes
    Luebrecht yes  and Gamm yes.  Motion carried.

 
    Road and Bridge;Sean O'Brien

    •    CR 403 "Crow Lane" work project had been delayed until week of May 9th due to equipment malfunction at the plant.
    •    CR 280 moving along on replacement of bridge, an issue with rebar for the abutment concrete.  It is bent to wrong angle.  Commission is determining who is    
         responsible for the issue.

    Unfinished/New Business

    •    Correspondence from the Heir Study Club thanking the commission for use of the courthouse grounds.
    •    Robin Simpson and Cindy Hultz with MTCOG stopped to talk about Pike County's Hazardous Mitigation Plan.
    •    Ashley McCarty representing Missouri Farmeres Care came in to discuss farming in Missouri and more specifically in Pike County.  Also representing Pike County
         Agriculture were Holly Delgman with Farm Bureau, Jim Fisher, and Megan Kaiser.

   There being no other business before the County Commission at this time, the meeting thereupon was adjourned until,         May 5, 2016 at 9:00 a.m.

    Chris Gamm called the meeting to order at 9:00 AM; in attendance Chris Gamm and Jim Luebrecht.  Absent Curt Mitchell.  Jim Luebrecht moved to accept the Agenda as
    presented, Chris Gamm seconded the motion.  Luebrecht and Gamm yes.      Motion carried.

    Assessor;Donna Prior - Reported on the Ameren UE protest

    •    June 1 meeting with attorney about Ameren UE appeal.  Court date June 13, 2016.  Funds appropriated by Pike County for the Ameren UE case running low.  
         19 counties are in the collective fight against Ameren UE.
 
    Road and Bridge;Sean O'Brien

    •    Discussed road issues on CR 456 needing gravel and work needed done on CR 469.  Also culvert issues by cemetery in Frankford was discussed again.

    Treasurer;Patti Crane

    •    Gave an update on financial accounts.

    Recorder;Sherry McCarty

    •    Discussed security's podium.

    Unfinished/New Business

    •    Jonathan Barnes MODOT right of way acquisition.  Discussed issues with right of way and old Hwy 61 near Frankford.  Commission is going to check into the issue
         with legal council.
    •    Conference call with Sherry Davis with Flynn about upcoming insurance changes.
    •    Commissioner Mitchell and Sheriff Korte attended the RHSOC meeting today.  Reviewed grants for years 2014 &  2015.  All were going well.  Discussed the need to  
         spend down cert supplies($2000.00) in the 7 county region by  June 1st.

    Chris Gamm called the meeting to order at 9:02 AM; Curt Mitchell moved to accept the Agenda as presented,   Jim Luebrecht seconded the motion.  Mitchell  yes,
    Luebrecht  yes and Gamm yes.      Motion carried.

    PCDA;Carolyn Wisecarver

    •    Discussed the Better 54 domain name bill.  It is set to automatic renew which was a concern,  It was decided to  have PCDA send an invoice over before the renew is
         put on the County's credit card so it could be approved before the charge is made.
    •    The recycling trailers need material labels.  The trailers on rotation.
    •    Updated the commission on work ready project.  Work Force is at 37% complete.
    •    Discussed PCDA vehicle.  She wanted to know what the commission wanted to do with the problems she was having with the vehicle.
    •    Discussed the EEZ resolution to include additional categories of businesses.

    Unfinished/New Business

    •    Lemmie Wells stopped in to discuss Crow Lane work that is being done.  He didn't think the work being done was being done properly.  Discussed CR 488 and the
         plans to raise a portion of the road.  He didn't see where it would help.
    •    Brian Haeffner with MODOT discussed Champ Clark Bridge project.  The project is in the 5 year plan that was drafted and awaiting approval.  In June there will be a
         public meeting on the environmental assessment.  He discussed that this project has been many years in the making.
    •    Kenda Flynn discussed employee health insurance prescription plans.  She asked that the commission take into consideration when looking at health plans.  
         Commission assured her that prescription plans were being considered.
    •    Commissioner Mitchell moved to support and join the Missouri Farmers Care. Commissioner Luebrecht seconded.  Vote Luebrecht yes, Mitchell yes, and Gamm yes.
    •    Dave Ash, Associate Circuit Judge stopped in to let commission know that there will be a drug court graduation next Thursday the 19th.
    •    Mark Fisher, Prosecuting Attorney stopped in to ask about additional time for scanning documents.  Commission noted that they were looking at options for phone
         and internet services.  Which should increase the speed of the internet and decrease the cost per month.
    •    Commissioner Gamm and Commissioner Luebrecht attended the opening of the BRO project  #28 "Shady Creek"  bridge on CR #442.
    •    Commissioner Luebrecht attended the Pike County Economic Summit held Wednesday the 11th.  Discussed what the hurtles and short comings of the county
         economic growth and expansion.

    Luebrecht  yes and Gamm yes.      Motion carried.

    Road and Bridge;Sean O'Brien

    •    CR 280 bridge work continues.
    •    CR 233 waiting on traffic counter.  Commissioner Luebrecht will check to see if Mark Twain's is available.
    •    Fema payments are starting to come in.
    •    CR 403 paving project has halted for today due to the weather.  Hope to continue at the end of the week.
    •    Sean believes on CR 422 the drainage from the farm is causing issues with the road.
    •    Road and Bridge has received a complete list of individuals wanting dust control.
    •    CR 210 new culvert is in.
    •    Grading north where it should not have rained much.
    •    CR 442 discussed guardrail.  Commission to contact MODOT for clarification.
    •    Communicated with Core of Engineers regarding head walls for FEMA.

    Unfinished/New Business

    •    Discussed security for courthouse.
    •    Commissioner Mitchell inspected CR 210, 211, 214, 222, 223, 227, 229, 232, 250, 252, 254, 255, 265, 266, 286 and Vo Tech Rd.

    Unfinished/New Business

    •    Commissioner Luebrecht presented the county with a check for the recycling trailers from Mark Twain grant for $29360.70.
    •    Judy Edmonson with Avenues reviewed what Avenues provides.  Discussed the law now allows civil fee to be increased from $2 to $4.  She asked if the county would
        consider increasing the fees.  The commission asked Jerry Harrelson, Circuit Clerk what would be the procedure to changed this.  After discussion.  
        Commissioner Mitchell moved to increase filing fees from $2 to $4.  Commissioner Luebrecht seconded.  Vote Mitchell yes, Luebrecht yes, Gamm yes.
   •    Carolyn Wisecarver PCDA Director stopped in spoke about the recycling trailers labels that are needed, Hwy 54 meeting in July will be in Pittsfield IL, 172 will be
        resurfaced this year to Pittsfield, IL, Mark Twain's website has all the needs projects listed.  Discussed grants for the sidewalks around the courthouse.  The
        commission asked Carolyn to look at the option of using recycled materials for sidewalks and approaches.
   •    LeRoy Bowen stopped in to state his concern for roads people running individuals off the road.
   •    Brian Haeffner with MODOT spoke with Commissioner Mitchell regarding Hwy 54 Coalition meeting held in Vandalia  Wednesday.

    Road and Bridge;Sean O'Brien

    •    Sean was not available in person.  He did call the commission regarding an issue with CR 280 bridge replacement project.

    Unfinished/New Business

    •    Commissioner Mitchell gave a report on the Mayors meeting he attended May 20th. Flood wall in Clarksville was the main topic.  State has one million dollars
         budgeted for the wall, the total cost will be three million.
    •    Brian Raney stopped in to discuss the building on the square he owns.  Informed the commission it is up for sale.
    •    Joseph Burtram with Permar discussed courthouse security.  Discussed options.
    •    Stephen Korte, Sheriff stopped in to discuss the COPS Grant.  Discussed what benefits and expenses associated with it.  Commission agreed the sheriff should
         apply for it.
    •    Commissioner Mitchell inspected CR 130,133, 135, 138, 142 276 & 277.


        There being no other business before the County Commission at this time, the meeting thereupon was adjourned until, May 26, 2016 at 9:00 a.m.

    •    Melissa Kempke, Patti Crane, Mark Fisher and Stephen Korte were present for the elected officials monthly meeting.  Discussed issues that concerned their offices.
