Chris Gamm called the meeting to order at 9:10 AM; Curt Mitchell moved to accept the Agenda as presented, Jim Luebrecht seconded the motion. Mitchell yes, Luebrecht yes and

Carolyn Wisecarver/PCDA
*  Reported on the recycling trailers.
*  Discussed amendments for EEZ business types.  Commissioner Mitchell moved to hold public meeting  December 19 at 10:30 a.m. to expand the NAICS codes for the EEZ.
    Commissioner Luebrecht seconded.  Vote Mitchell yes, Luebrecht yes, and Gamm yes.

Unfinished/New Business
*  Reviewed budget and actual totals as well as cash balances.
*  Patti Crane stopped in with bank balance.
*  Sean O'Brien stopped in to discuss private dust control and the procedures for dealing with it.  He also reported on bridge project on CR 107.  Discussed what to
   do with the waste material removal.
*  Tina Hubert stopped by to thank the County Commission for rock on CR 36.

There being no other business before the County Commission at this time, the meeting thereupon was adjourned until, November 14, 2016 at 9:00 a.m.

Sean O'Brien/Road and Bridge Supervisor
*  Sean gave progress report on the bridge project on CR 107.
*  Continued ditching projects through county.
*  FEMA payments have been received.  Approximately $77,000 FEMA rain and an estimate $80,000 from SEMA remains.
*  Discussed plans for improving roadways at railroad crossings for better and safer crossings.
*  Discussed bridge projects for 2017.  Under Contract for bridges on CR 8, CR 32 and CR 124.  A fourth project for next year is being discussed.

Unfinished/New Business
*  Brenda Miller discussed Liability Insurance.

Sean O'Brien/Road and Bridge
*  Commissioner Mitchell asked about the patching needed on CR 219.  It will be looked at.
*  Will pour deck for CR 107 bridge on Wednesday.
*  Headwalls need to be put in on CR 460, 138, and 465.  Sean asked to have the seasonal employee be allowed to remain until these are done, or until temp hours run out, 
    whichever occurs first.  Commission agreed.
*  Cow Pasture Rd culverts and waters pathway was discussed. 
*  Discussed grader buyback program.
*  Discussed training that Magruder's requires in order to take the over burden hauling the county will be doing.

Unfinished/New Business
*  Sherry Davis with K. Flynn discussed vision, dental and life insurance policy.  Reviewed rates.
*  Commissioner Mitchell moved to use Delta for Vision and Dental.  Commissioner Luebrecht seconded.  Vote Gamm yes, Luebrecht yes, and Mitchell yes.
*  Commissioner Luebrecht moved to continue MetLife for Life insurance.  Commissioner Mitchell seconded.  Vote Gamm yes, Luebrecht yes and Mitchell yes.
*  Donna Prior, Assessor reported on the Ameren UE protest.  The next meeting will be in December.
*Commissioner Gamm reviewed appointments.
*  Gary Raymeyer stopped in to discuss buildings or the square.
*  Commissioner Mitchell attended the Tri State Development Summit at Mount Pleasant Iowa.  Discussed regional needs.  Commissioner Mitchell and Commissioner Luebrecht
    attended the MAC conference.

Unfinished/New Business
*  Angie Brown, Custodian stopped in with issues with two of the courthouse bathrooms.  Commission will make arrangements for repairs.
*  Commissioners discussed with the newly elected Eastern and Western Commissioners bridge projects that are already scheduled for the BRO program.
*  Sean O'Brien stopped in for BID opening for the Tractor.  Discussed doing BIDS for concrete and culvert pipe.  He informed the commission that the Road and Bridge
    department can now load and haul over burden from Magruder's quarries.  This should save money.
*  Tractor BID opening.  Three companies turned in BIDs Bowling Green Tractor $66,751.00 with trade-in.  Sydenstricker $69,806.70 with trade-in.  Meyer Implement $71,500 
     without trade-in and $49,000.00 with trade-in.  Commission will review spec's and make a decision by 5:00 p.m. today.
*  Brian Haeffner with MODOT discussed potholes where county roads and state roads meet.
*  Patti Crane stopped in and gave a report on sales tax and fund balances.
*  Discussed snow removal for courthouse.
*  Donna Prior stopped in to update the Commission on the Ameren protest.
*  Commissioner Mitchell moved to accept Myers Implement bid for the McCormick with trade-in for $49,000.00.  Commissioner Gamm seconded.
    Vote Mitchell yes, Luebrecht no, and Gamm yes.
*  Commissioner Mitchell and Gamm attended the Better 54 Coalition in Vandalia the 16th.  Discussed the statement from the President Elect regarding proposed
     federal funds for infrastructure.

*  Sean O'Brien stopped in to discuss downed trees from yesterday storms.  CR 277 has a tree having over the roadway but is on private property.  Discussed what needs or can
    be done.
*  CR 57, CR 111, and CR 125 discussed where the county maintenance ends.
*  Chris Mennemeyer stopped in to discuss next years budget.
