Chris Gamm called the meeting to order at 9:01 AM; Curt Mitchell moved to accept the Agenda as presented, Jim Luebrecht seconded the motion. Mitchell yes, Luebrecht yes and 
Gamm yes.  Motion carried.

Sean O'Brien/Road and Bridge

*  Discussed graders.  Grader #3 exhaust filter work.
*  Commissioner reported signs are down on CR 217 and 219.
*  Ditching done on CR 467
*  CR 316 will be having seeding and straw.
*  CR 107 bridge sinkhole is slowing the project.  The material removed from the project could be used on CR 103 to help stop side off.

Unfinished/New Business

*  Commissioner Mitchell moved to support the safe and sound program as presented.  As long as no financial responsibility for the county.  Commissioner Luebrecht seconded.  
    Vote Gamm yes, Luebrecht yes, and Mitchell yes.
*  Jessica Lucas stopped in and thanked the commission for the work on CR 334 bridge that  was just completed.
*  Commissioner Mitchell inspected CR 252, 254, 255, 256, 258, 259, 261, 265, 266, 267, 286, and Vo Tech rd.

Sean O'Brien/Road and Bridge

*  Commissioner Luebrecht discussed CR 411 ditch moving into the roadway.
*  Sean informed the backhoe trailer breaks are locked up and would like to replace if funds are available.
*  Sean discussed extended warranties for graders.
*  CR 107 bridge project continues.
*  Sean discussed replacing a tractor.

Unfinished/New Business

*  Commissioner met with Aaron Hugenburg with MODOT to review bridge inspections for 2016.  130 total number of bridges above 20 foot inspected, 116 in the common road 
    district.  18 new bridges since 2006.
*  Pike County received designation for 2016 as Agra-Ready County.
*  Discussed continuing county contributing 4% for CERF.  Commissioner Luebrecht moved to continue contributing 4% for Cerf.  Commissioner Mitchell seconded.
    Vote Gamm yes, Luebrecht yes, and Mitchell yes.
*  Heartland Restoration stopped in to update the commission on the progress of the courthouse repairs.  Sealing of the building has begun.

There being no other business before the County Commission at this time, the meeting thereupon was adjourned until, November 3, 2016 at 9:00 a.m.

Sean O'Brien/Road and Bridge

*  Discussed employee's positions, numbers, and needs.
*  Commissioner Luebrecht moved to hire James Twellman as a road and bridge employee.  Commissioner Mitchell seconded.  Vote Gamm yes, Luebrecht yes, and Mitchell yes.
*  Ditching on CR 467 is complete.
*  Continue mowing
*  CR 334 bridge project is finished.
*  Started on CR 107 bridge project.

Unfinished/New Business

*  Chamber of Commerce requested to hold the lighting ceremony at the courthouse on Nov. 18th.
*  Commisioner Gamm moved to allow the Chamber to hold the lighting ceremony at the courthouse.  Commissioner Mitchell seconded it.  Vote yes, Mitchell yes, Luebrecht yes.
*  After receiving request to have the YMCA payroll deducted the commission approved request.
*  Commission addressed the rumor that health insurance was not going to be provided by the county.  The commission made a public notice to clear up any confusion.  Health
   Insurance has been contracted until December 2017 at which time bidding for insurance will take place.
*  Patti Crane, Treasurer stopped in to report on sales tax for the month.  It is down or the month but still up for the year.

*  Reported on County finances.

Elected Officials Monthly Meeting

*  In attendance Patti Crane, Donna Prior, Melissa Kempke, Curt Mitchell, Chris Gamm, Jim Luebrecht, Jerri Harrelson, and Mark Fisher.
*  Discussed building repairs and photos in the courtrooms.
*  Discussed county's website.
*  Donna Prior reported on the Ameren protest.
*  Discussed employee Christmas dinner set for Dec. 12th at the fairgrounds.

Unfinished/New Business

*  Mark Fisher discussed LE Restitution Board needs appointments.
*  Commissioner Mitchell reported on the Better Hwy 54 meeting he attended Wednesday at Mexico.  Fatalities were up 9%, lettered road without shoulders
    are contributing factor.

Sean O'Brien/Road and Bridge

*  Commissioner Mitchell requested Sean to look at CR 238 and CR 234 Bridge has debris that need to be removed.
* The stop sign at CR 280 and 281 will be replaced.
*  Cracks are being filled on Crow Lane and Mt. Zion Rd.
*  CR 257 wash out at culvert pipe.
*  Reports of objects along CR 255.
*  CR 107 bridge project will need to pump footing and abutment walls.
*  Discussed heavy loads on county roads.
*  Discussed tractor #3 has the hydraulic leaks as previously repaired.

Unfinished/New Business

*  Commissioner Mitchell attended the Mayor's meeting last Friday.  Topics were Safe and Sound program and the share 4 lane project is at the top of the TAC list.
*  Commission discussed the certification of need for Home Health and Hospice for project #5392 RS.  Commission signed letter in support of the project.
*  Beth White and Marla Reid met with the Commission regarding county health insurance.

*  Carolyn Wisecarver with PCDA talked about county website. (pikecountymo.net) She encouraged all county departments to look at the website and offer suggestions and changes.
    Also encouraged residence to view the site.
*  Patti Crane, Treasurer stopped in gave bank account report.  All accounts are in good shape.
*  Invoices reviewed for payment.

Sean O'Brien/Road and Bridge
*  Mowing continues.
*  Bridge on CR 334 will be opened Oct 6th.  Guardrail and seeding of embankments underway.
*  Guardrail on CR 442 will be fixed soon as possible.
*  CR 107 utilities are currently  being relocated for start of bridge replacement.
*  CR 403 concrete repair work on bridge will start this week.
*  R & B and the commission are compiling a list of railroad crossings on county roads that are in need of work created by the railroad raising the track crossings.
*  Commissioner Luebrecht reported on ditch issues on CR 467 and 325 as well as rock issues on CR 476.
*  Commissioner Mitchell asked about road mowing.
