Chris Gamm called the meeting to order at 09:00 AM; Curt Mitchell moved to accept the Agenda as presented, Jim Luebrecht seconded the motion. Mitchell yes, Luebrecht yes and 
Gamm yes.  Motion carried.

Sean O'Brien/Road and Bridge
*  Commissioner Mitchell addressed potholes at Ashbury and on CR 103.
*  Commissioner Gamm reported the box on CR 280 damage to the end of it.
*  Commissioner Luebrecht reported potholes on CR 309 and potholes on CR 120 by the Raney's.  The Low water crossing on CR 109

Unfinished/New Business
*  Katy Weiss with the City of Clarksville, Mark Bross City Engineer with Klinger and Associates requested permission to run a drainage line from the city lagoon down CR 209
    to the river.  There will be manhole every 400 ft.  The commission will speak to legal counsel for some legal clarification.
*  Patti Crane/Treasurer reported on the county finances.  All accounts are in good shape.
*  Commissioner Mitchell reported on the Hwy 54 Coalition meeting held on Sept 21st.  They discussed two new bridges south of Annada on Hwy 79 which are scheduled
    to be completed Nov 1st.  Brenda Middendoy of Economic Development of Pike County Illinois indicated there was growing interest in a shared 4 lane from the new
    Champ Clark Bridge to Hwy 72 at Pittsfield.  This was thought to be a plus for efforts relating to the Hwy 54 Coalition to gain a shared 4 lane road form Mexico to
    the Champ Clark Bridge.
*  Commissioner Mitchel reported inspecting CR 209, 215, 217, 219, 229, 231, 232, 233, 235, 236, 237, 238, 240, 241, 293 and VoTech Road.

There being no other business before the County Commission at this time, the meeting thereupon was adjourned until, September 26, 2016 at 9:00 a.m.

*  Brian Haeffner with MODOT discussed Hwy 54, Champ Clark Bridge, and Hwy 79 bridges.

*  Reviewed correspondence received.
*  Reviewed budget
*  Discussed Flu shots for county employees.  Commission approved continuing to pay for employees flu shot if health insurance does not.
*  Commission discussed valuations, tax rates, and roll back requirements.  Commissioner Luebrecht moved to set General Revenue rate at .2815 and Road and Bridge at .3132.
​    Commissioner Mitchell seconded.  Vote Mitchell yes, Luebrecht yes, and Gamm yes.
*  Commission discussed the Safe and Sound program presented.   Questions regarding financing and the PA view point.
*  Patti Fisher stopped in to ask to put the 4H week sign on the courthouse lawn.  Commission approved.
*  Marty Wasson, Surveyor discussed the corner stone surveying program.  He asked about purchasing a new County survey plat book, commission asked for bids.
*  Sean O'Brien stopped in to discuss correspondence he received from Missouri Department of Conservation regarding the CART program.  The process changed.  Discussed
    CR 117 rock needed.
*  Amanda Wehde with Staples met with elected officials about office supplies.

*  Commissioner Luebrecht asked Sean to look at CR 409 potholes near bridge concerning.
*  Commissioner Mitchell discussed brush hogging needs on CR 266 and 227.
*  Brush cutter #3 still in the shop.

Unfinished/New Business
*  Kelly Henderson, Bart Neidner, and Bucky Ward met with the commission regarding payments that Louisiana Special Road District has been making to the City of Louisiana.
    They were trying to determine the origin of the agreement.  The County Clerk will look and see if the county has a copy of the agreement between the City of Louisiana and the

    Special Road District.
*  Commissioner Mitchell attended the mayors meeting held on the 16th.  Safe and Sound was discussed.  It was mentioned that the county would not now or in the
    future have any financial responsibility.   Rep. Jim Hansen pointed out that 13 of 20 bills that were vetoed have been over ridden by the legislation.

*  Commissioner Mitchell attended the TAC meeting in Perry the 28th.  Received an update on MODOT projects from Tom Batenhoest and Brian Haeffner of
    MODOT.  Ranked project needs list.
